Add Godep support (#758) As we have seen, dependencies version can prevent the build. We should user lock versions on dependencies that we know work: * Packages are vendored * Add Godep support * Added addtional install step in readme * Fix travis build error

* Perhaps state packets should be sent when the wnd_size would change because user-code has made Reads from the read buffer. Otherwise if the receive window size was advertised as zero, we might never receive a packet or send a state packet again.
